Anees TV is an IPTV player and ships with no channels or media of its own: it neither chooses your bitrate nor hosts your stream. So this page works outwards — the device, then your line, then the server at the other end — in the order they actually go wrong.
During playback, open the controls and press the ⓘ button. Three rows of the Stream info panel settle the argument:

at the network, not the decoder.The Codec and Decoding rows only appear on the players that can report them, so a missing row is not a fault.
The commonest cause by a wide margin. A Fire TV Stick is a small, low-memory box: in the worst case it hands the app a 960×540 surface with very little headroom, and a 4K HEVC stream is more than it can chew.

HD, SD — as separate entries in your list, not as a
quality menu inside one channel. The 1080p row often plays perfectly where
the 4K row will not.A live 4K stream is a sustained load, not a download that can catch up later. In order of effect: Ethernet if there is a socket; otherwise the 5 GHz band rather than 2.4; and remember that a stick behind a large metal television sits inside a small radio shield.
Panels oversell capacity and 21:00 is when that shows. Play a different channel from the same provider: if every channel of theirs stalls while nothing else on your connection does, and the same ones are flawless at 02:00, you have found it. No app fixes someone else's bandwidth.
Settings → Playback & downloads → Live stream format offers MPEG-TS (default) and HLS (m3u8); HLS is generally kinder to a weak connection. A failing channel retries the other format on its own, but forcing it is worth a try when a whole group misbehaves.
Most subscriptions allow one or two simultaneous connections, and hopping players quickly can leave the old session counted for a minute. The app says so: "Still refusing - switching players quickly can trip your provider connection limit. Wait a minute, then retry." Wait the minute, then check nobody else is watching on your login.
A VPN is the fix when your network blocks the host, and the cause when it routes you through a distant, busy exit — try it both ways. Then open the same stream in VLC on a computer on the same connection: if it stutters there too, the provider is at fault, and that test saves more evenings than any setting here.
A decoder ceiling, not a network problem. Play the FHD row of the same channel and set Video decoding to Hardware — fast.
Different fault, different switch. Try Switch player, then Video decoding → Hardware — compatible, which exists for exactly this.
Usually that one stream dying rather than a slow one. Try another channel; if the whole provider has gone quiet, see "couldn't reach the server".
